Wow, I've never heard that washing fruits and veggies could leach out water soluble nutrients. You make a good point about the water solubility of nutrients. I agree that lower heat when cooking is best. I always keep a lid on the pot when steaming veggies and afterwards when the water has cooled down, I use it to water plants so they can hopefully get the benefits of any nutrients that have leached into the water. We need all the nutrients we can get, so thank you for pointing that out.

Yes, that's correct! Vitamin C is sensitive to heat, light, and air, so it's best to prepare fruits and vegetables containing vitamin C just before serving to retain their maximum nutritional value.
