this can't be generalized. Africa is definitely rich in traditions, but this applies to other places. India for example and Latin America.

Africa has one of the most diverse and rich culture in the world. However due to civilization and western education most of this cultures are eroding gradually.

When I think of all the different African countries and what the have to show I would like to say a yes to that question but then there could be countries with cultural values that I am yet to explore

Africa does have a rich cultural heritage. There are lots of cultures with their ancestral beliefs and this is something they stick with. There's also the aspect of their food, language and so much more.

For me i would say Asia but nevertheless Africa is still on the top list because i love there cultures, values and history.
