I think the story is plot driven. Many characters were in the story but few have a role for a few minutes and few have major role but characters were not build strongly except for a few.

I also agree that the story was plot-driven since the characters were not really developed that much.

I feel like there was a blend. Maybe it was that the parts that were plot-based were done so in order to not take the attention off them. I can't say for sure if only Sarah and Myra drove the plot, as the bits about Tom and William were also interesting.
