The primary offender is undoubtedly the shooter. In life, you may occasionally act in ways that could have been avoided, whether knowingly or unknowingly. The book makes you seriously reevaluate the choices you make in life.

The gun shooters are the main culprits not social structures. those gun shooter deserve to take full responsibility of their actions and to pay for their crimes.

I believe that the biggest chunk of the blame goes to the shooter. On the flipside, I think those who make firearms avaliable are partly culpable, because they are not doing enough to prevent misuse guns.
