Ultimately, the priority should always be to ensure personal safety and the safety of others to the best extent possible.
I believe that Rasha was scared and frightened and that influenced her choice but it was wrong though cause those kids were not safe , she should have done better.
I wouldn't say that Rasha's choice was the best because it put some of those kids in harm's way; but considering the fact that her decision must have been influenced by fright, its pardonable.
