I don't think he would have been as widely recognized without the tattoos. I do agree with CatInTheHat though that they would have such a huge impact today.
I agree with you.

I think the author knew something his readers might relate to that made him structure keep to be a tattoo weirdo

The tattoos catch people's attention to watch him, his character and performance made them pay money

Actually the tattoos mean nothing without Duke's personality and his personality shows his character. Duke had an amazing personality and to all those he came in contact with he will always be memorable especially Gary.

That he could swallow swords alone made him memorable. Even if Duke had a foul character and tattoless skin. That he could swallow swords was enough to make anyone that met him remember him.

Yes, I believe he would be recognizable based on his talent and personality, but the tattoo suit him very well.

His tattoos, in my opinion, significantly increased the mystery surrounding him. They enhanced his uniqueness and "dangerous" qualities. Without the tattoos, I don't think he would have been as well known.

I think the colorful tattoos on Duke body was part of his personally especially to be in point of focus in the circus family.

I believe that his tattoos played a significant role in fueling the curiosity and fascination people had towards him. His tattoos made him stand out as a one-of-a-kind individual and gave him an aura of being somewhat risky or unconventional. Without his tattoos, I don't think he would have gained the same level of widespread recognition.
