I think Jacko was chosen for this story because of his abilities as a Warramunga. Within the context of the story he was instrumental in the success of his team's operation, but there was a tremendous amount of luck on their side as well.

His roots seemed instrumental in their success and they would not have been able to blend in. This seemed to give them an advantage they would not have had.

Yes, Jacko`s roots were a big value plus his sister as both had and used a diverse knowledge for example about fishing and how they fooled those who were chasing them.That is Jamie stayed back and Jacko went undercover to rescue Carna.

I think Jacko played his role as chameleon really well. Could the mission have been as seamless without him? I don't think so - I think they would have stood out. Consider when tourists of different ethnic backgrounds, colouring, etcetera, visit a foreign community, external or otherwise, they attract a whole lot more attention. The attention would have blown the covertness of the mission which would have most likely led to failure.

I agree that Jacko played a huge role in the success of the war, in the spying assignment, as well as the capture of the fugitives in the last part. Come to think of it, he was a major player in the entire book. But I believe it's not only because of his roots. The guy has talent.
