A lot of folks here say the Fate Sealers but I think Victor Valerian is the worst. He was able to orchestrate the entire thing without being caught until the end and then hr had the whole creepy charming thing going for him.

That would make him more dangerous than the fate sealers as an antagonist.

The Villain in the shadows worked perfectly for Victor Valorian.

He False King was able to kill the king, trick the successor (his elder brother) into creating a law that led to his execution, and gain control of Echoland and Fate Sealers.

Fate Sealers either wanted to scare the opharnage kids straight or end children just for the fun of it.

Fate Sealers were interesting antagonists, but they were essentially puppets to the False King and even at times Victor Valorian who presented a greater threat.

The False King was a conniving Villain willing to take their time in order to capture Will when he was most vulnerable.

I think it makes him a bit of both. The False King has attributes making him the best and worst villain.

Victor Valorian had a hand in planning most if not all the antagonistic events before and after Will got to Echoland. His charm if anything, makes him highly dangerous.

Their activities in the opharnage are what terrify me most about them. Will was always looking over his shoulder and it was always dangerous to stray far from others...and sometimes it wasn't even safe in a crowd.

That was my perception of the Fate Sealers the entire time I read the book. Even the depictions make them out to be like Dementors. it was one of the things that makes them terrifying antagonists/villains in this story.
