In the ruins of a place once known as North America lies the nation of Panem, a shining Captiol surrounded by outlying districts. The Captiol is harsh and cruel and keeps the districts in line by forcing them all to send one boy and girl bewtween the ages of 12 and 18 to participate in the annuanl Hunger Games, a fight to the death on live tv.
16 year-old Katniss Everdeen, who lives alone with her mother and younger sister, regards it as a death sencetence wehn she steps foward to take her place in the games. But katniss has been close to dead before-and survial, for her, is second nature. Without really meaning to she becomes a contender. But if she is to win, she will have to start making choices that weigh survial against humanity and life against love.

Could be, but yet, in the second book they get into the arena at a late stage, I think only in the last third of the book, and yet I liked this book from the beginning.
I think the idea was that in the last book the whole Capitol will be like an arena, but it didn't work so well for me.
