Take political refugees, ghosts that everyone can see and hear, and put these two subjects into a scrambled post-war world and you have Of Tangible Ghosts.
In a science fictionesque manner, L.E. Modesitt Jr. takes the reader through a war torn world where ghosts can identify their murderers.
Attempts are made by various entities to stop this of course, because no murderer wants to have the ghost of the murdered rat them out.
It is up to our hero political refugee and former government agent to save the day and the ghosts by stopping the governments "ghost removal programs".
Modesitt brings it all together in a technologically advanced world with an antiquated feel. Lovely book!
