Set in the aftermath of the Battle of Waterloo in 1815, the story follows two agents from a confederation of alien planets tasked with collecting intelligence on other civilizations' technological and cultural advancements. These agents, fresh from the historic battle, assume different aliases and embark on a mission to gather information about the progress of various nations on other planets.

The author masterfully incorporates real historical contexts, politics, and influential figures from the past, making the narrative both engaging and relatable. This combination of genres enriches the story, providing depth and a sense of authenticity.

David Lebenstein also excels in incorporating theoretically possible science fiction concepts, such as characters using probabilistic simulations to predict future events. This attention to plausible scientific advancements adds a layer of intrigue and intellectual stimulation to the story.
