Of course, the Mayor should also be given some level of trust. That way, the both men will serve Galen's advantage.

On the other hand, the mayor seemed friendly and welcoming, but we didn't know much about him. His dislike of Rowan was because of personal reasons and the mayor's daughter, which was quite amusing. I think the writer did a good job of making us suspect Rowan at the beginning. I thought he would betray Galen at some point.
