I agree with you.
I feel that no matter the time period or the perspective the author was focusing on, we should be able to connect with the characters, there should be some kind of emotional discharge from anyone reading the book, and to me I didn't quite connect to that level.

The story is supposed to be approached with a wide lens. It's meant to portray society and an era. I think the characters did their jobs well.

I believe that relationships between characters can help us recognize situations that are similar. Readers from different cultures and backgrounds might find it difficult to relate to the description of the setting in relation to the western world in general.
