Is Rion's character inconsistent?

I completely agree with your point. Rion did go through development but the fast-paced story didn't help in glorifying it.

I will have to disagree with you on this. I think Rion character was very well developed. Infact , the author did an excellent job developing his character as both a human and super hero.
