Help opening ebook files (epub, mobi, PDF, etc.)

It is a PDF file and all my devices have successfully downloaded files from this site before. This is the first time it is giving issues. Been trying to download it from an android and laptop.

4. I first went to my OBC reader app that I downloaded and tried downloading it from there but the notification will be showing downloading then stop. I tried downloading it directly and after it downloaded, I tried opening the file on my phone but it's showing "can't open file".
5. This is the first time I'm trying to use this type of method.
