I don't know how much of a help this will be to folks who are having issues, but this has resolved so many of my own in one step. Another free to get and free to use program for reading ebooks in epub is called Adobe Digital Editions. Use any search engine to find it. It's also on Google Play and Apple App Store for ease of access and install.

The reason for this program being so well loved is book access and ease of use. Say you download an epub to your downloads section. Double click it, ADE (Adobe Digital Editions) will auto launch and open the file. When you go to close it, it will politely ask if you want to copy that book to your ADE Library. Choose yes, open ADE directly, it's there. Choose no, just open the original download again to read. Best yet, the program supports Epub 3.0 format, so there are no problems with opening old epub files as well as new epub types that supports in-screen micro graphics. Why would anyone say no? Well, ever get that ebook written so poorly you almost went blind? The author bio might as well read, "I is a college student and gots me a degrees." If you don't want it anymore, say no and the ADE library won't list it. Bonus, ADE also auto book marks. You open an ebook, start reading and close it, reopen from the library and it will go right to where you left off.

I have used ADE on PC and Laptop formats of all types and speeds with no issues. From Acer to Dell to Custom Built, no computer I've owned ever had trouble with it.
If you're having trouble with other programs, this might be a viable fix for you.

I hope this is helpful in some small way to those who are tired of pulling their hair out.

4. I cannot find where the download went on my iPhone. When I clicked the download link on the page, I could see the whole book and it was fine but once I said that I could see it, the download disappeared.

Have you saved the file when you downloaded it? If you need another copy, you should ask for it via your Update tab.

You need the App to open it.

Once chosen, the format can't be changed.

No. Once the format is chosen, it can't be changed.

If you have issues with the format, you should report it via your Update tab.

Tip for chromebooks: there is an extension called EPUBreader that opens all EPUB files.
For PDF files there is an extension called XODOpdfonline. It allows you to make notes in the sidebar of the file, highlight, underline, etc. The notes are exportable too.
You can get both from the Chrome web store that comes preinstalled on Chromebooks.
If your chromebook runs operating system 93 and higher, you can also download the kindlecloudreader app. It uses the same functions as the Kindle app except for private files.

4.Downloaded the OBC reader app on playstore, created account,clicked on OBC cloud book assigned to review,click to download.
5.After clicking download,,there is no progress of it downloading in the notification settings.
7.Online Book cloud reader app.

2. What device are using to try to open it?
Ans: Laptop

3. Have you ever successfully opened a file in that format on that device before?
Ans: No

4. If your answer to question 3 is "yes", please describe the steps you usually take to successfully open a file in that format on your device. If your answer to question 3 is "no" then please describe what steps you did to try to open the file.
Ans: Kindle but I have to purchase it since I don't have access to free kindle. Tried Microsoft edge bur not sure how to get the link to open since I am still requested to purchase
