HELP! Do PDFs Distort Fonts & Formatting?

HELP! I download PDF books to Kindle as well as to Adobe. I like Kindle but I do both in case one or the other happens to look better in any particular case.

I have I Will Make of Thee a Great Nation, by Val D. Greenwood. The table of contents and information at the back of the book look awful! Fonts are different sizes (some bold, some not), inconsistent line spacing, inconsistent margins, etc.

I don’t know if the actual book looks this terrible or not. Should I report these anomalies as formatting errors? Getting my review ready is problematic since I don’t know how to address what I’m seeing.

Anyone? Thanks in advance.
