Was Steve's brother's behavior with Roxy inappropriate?

The way Steve's brother kept talking about Roxy's body made me uncomfortable! It made me uncomfortable as a reader and it would have made me uncomfortable from either Roxy's perspective, or Steve's! Anyone else?

He is such a character that can use his eyes and mouth to make uncomfortable any decent female within his space. It did creep me out. No matter how close I am to someone, I do not think I can talk about the woman’s body in that way. If I were a woman, I will not appreciate it. So I did not like the way he talked about her body.
