There is no one answer to this. One thing is abundantly clear, though. It's extremely rare for one person to eliminate corruption, but it is not impossible. He might pay the price of ruffling some powerful feathers, but his work can never be wasted no matter how long it takes.

I don't think that a single person could fight a corruption in an organization even how small the corruption is. Because mostly, the one who initiate corruptions are the one who have power, so it will be really hard to fight it alone.

An individual can reduce corruption significantly if they have the political will. However, they must first make sure that they, their friends, and members of their family aren't corrupt. It would be tough though, but it can certainly be done. I think Steve shouldn't relent in his efforts.

Even though a person cannot stop corruption, change begins from one. I believe the person's influence can rub on others around and the change will start

I’m not sure if one man can change the system all by themselves, but that doesn’t mean that one man shouldn’t try. Even if the changes are not felt right away, in the long run the situation may be better because of hi/her/their efforts.

To my mind, the concept of the one-man-squad is the epitome of the Western obsession with individuality and individual endeavour. But it really does take a village. And I think literature gives us idealistic and conclusive solutions for real-world problems, solutions which make for a satisfying closure of a narrative but cannot be applied to real-world systems, because even the vision of authors and artists fails them at that point of making definite and lasting change. Not only can one person alone never actually change the world, even an author alone cannot conceive of what it would take to do that.

Unless it's a small organization, just one person won't be able to solve anything. They would need to bring other's on board with them to help fight the corruption.

That's how the systems are changed and improved. It has to start somewhere and we can see from history it's always a one person who starts to change and work for it wholeheartedly then others join in too. However, it's a long process and it could take years and years. The person who started may not see the outcome but it will eventually be there. In Steve's case, he did leave an impact on the people he interacted with and he collected many evidence which later revealed the corruption within organisation and the authorities noticed it.

A single person stopping corruption in an organisation can prove to be impossible.
But where there is determination and ambition, a difference can be made by that same one person. And such an initiative can ultimately lead to the stopping of corruption.
But the better way of stopping corruption in an organisation can be through teamwork.

I don't think one person can change the corruption system in an organization. Reasons being that, your colleagues will see you as a threat to the side hustle and would be ready to take any risk to clear you off. In situations like that, I think not making it obvious that you don't like what they are doing and ready to change everything is a good idea. Just do the right thing, you never can tell the number of people that will want to do same.

Realistically, a one-man squad can't do much about large-scale corruption. I still would not have advised him to just give up, though.

I don't advice such person to give up, when you uphold Justice in an organization, try to stand for it, eventually you will be able to get some people on your side. In as much as one can't do it alone, as it can even threaten your work just like Steves', is still not advisable to stop standing for justice.
