Yes, I can say Steve made his own decision by himself, rather, the decision was greatly influenced by Roxy.

I don’t think he was making his own decisions because he joined the providence department because of Roxy. If there was no Roxy, Steve would probably have gone to law school. He also made some other decisions because of Roxy.

Steve definitely just wants to go along with what he thinks Roxy wants. He doesn't think for himself.

I do not think that all of Steve's decisions were entirely his. To some extent, I believe that Roxy influenced some of his decision.

That's what I believe love can do to a person. Steve put Roxy at the center of his life plan. He initially desired to major in law in order to be near Roxy. He also required Roxy's help when he decided to join the police force. And it was Roxy who motivated him to leave the apartment.

I had thought of the same thing while reading this book and after some more thoughts, I realised that his initial decisions were influenced by his desire to please Roxy, but once in the system, he started making decisions he thought were right. His decisions towards the end were his decisions.
