He managed to end the corruption someway. But we're not sure if everything really stopped or if it was merely replaced. Since he couldn't do anything to stop it, Steve was forced to watch as many bad things happened passively, which must have been quite aggravating.
Steve undoubtedly brought down the key figures in the corrupt organization, but there is no guarantee that those who remained carried out different or better deeds. He was quite successful. However, Steve likely believed he was successful in bringing about a positive shift.

For me he is successful. Although he felt like he had killed someone toward the conclusion of the book and was very disappointed with himself, I believe he made an effort and, to a certain extent, was sincere in his efforts to avoid murdering as much as possible.

He couldn't do whatever he wanted to. But that doesn't mean he wasn't a successful police officer. He wasn't ready to stand down when he saw injustice around him. Even when he was hated by the whole force, he didn't stand down. So even if his desires weren't completely fulfilled, he still was able to make some changes.

Steve would have done a good job as a police officer. He so much enjoyed his job because finally, he can make a difference.

Steve just tried but did not achieve his goals. His option to become a police officer did him more harm than good. Not only did he lose his career but he also lost his good relationship with Roxy and his friends.

I believe he was. There were a number of instances where Steve was able to deescalate a situation that another cop would have solved with a bullet. These scenes also lead me to believe that Steve did this more times than the readers were aware of since he was a cop for a decent period of time.

Steve did his best, he did all he could with the resources and authority he had. But I'm sure that even Steve knows that he did not accomplish what he came to do.

I believe he made an effort and, to some extent, was sincere in his efforts to avoid murder as much as possible, even though he felt like he had not been patriotic due to some poor decisions at the end of the book and was very disappointed with himself for me he was successful.

I would say that he was successful because achieved his aim and all the corrupt officers were dealt with.

I think he was. The fact that he was able to reduce corruption to some extent says a lot.

Steve succeeded in his goals for the police department. Notwithstanding the challenges he had in the brief time he was there, he was able to distinguish himself as a good officer, and the preparation he performed before leaving the force led to the outcomes we saw in the end even though he had departed the force.

Well, it's difficult for one person to fix the entire system. But i believe Steve made a difference. In the end of the book, you learn that he unmasked a number of the corrupt individuals who were bringing the police force down with bribery and violence
