Bushytail is basically the opposite of a politician, as he cares for his "people" rather than looking for power. Actually, he's often self-conscious about his leadership skills.

For me, it was Bushytail's integrity. Even though he knew Brokenear was corrupt and evil, he didn't want to be like him and cause his death or torture.
