Irvine Welsh is a great writer (he's Scottish though) but I think he's worth considering.

I recommend Ian Fleming (author of the James Bond books). There's a lot more to the Bond character than you see in the movies, which is one of my favorite things about the books. And there's plenty of action, intrigue, and espionage. Also you learn some really cool stuff, Fleming was actually in British intelligence before he started writing. I really liked Diamonds are Forever.
