It's a not-for-profit organisation and has publishing connections, proof-reading and manuscript development. Plus there's competitions and resources to help reach your goal. They may have you write on spec, something specific as a trial to see how you write.
After you get your feet wet and get a few published somewhere then you can start sending queries and some Magazines pay per word, some pay a flat payment, some pay per visit etc
