If I remember correctly, she was a good character. She helps Tris and tries to protect her. However, she does come to a sad ending.

We're a villain in someone's story. Tori isn't exactly a villain, but it depends on perspective, if you think she's a villain, that's all you'll see. To some degree, even Tris can be thought of a villain, since she killed Will.

I don't think she's a villain at all. Completely underutilized character in the series.

Tori has been through a lot, and the fate she suffers is quite sad, but I think she was important to the plot and a well layered character. But I don't think she fits in as a hero or villain.

I really like the actress choice for Tori Wu as well, really did her justice.

Although, I do wish that her character had gotten more screen time to develop properly before being killed off. However, it's understandable as a movie can only be so long.

While she might not be a villain, some of the things she does are very selfish, and could definitely be seen as villainous. That being said, Jeanine did some things right, and she's clearly portrayed as a villain. It all depends on your perspective.
