A hat rack?
Hats are not as ubiquitous as they once were and most people either use them to decorate or just dump scarves and umbrellas in them.

I can be very plain and utilitarian, but am usually decorative.
Current practices mean I'm not as useful as I once was.
Other objects can do my job as well as I can.
I have a mate that I rarely, if ever, see.

The only decorative one I can think of are those old Victrola record players, so I think it might be a long shot. I also considered sun dials, and hourglasses but they don't fit all the clues either. :(
