Semi colon versus comma

Some grammar rules (and embarrassing mistakes!) transcend the uniqueness of different regions and style guides. This new International Grammar section by OnlineBookClub.org ultimately identifies those rules thus providing a simple, flexible rule-set, respecting the differences between regions and style guides. Would you use a comma or semi colon for ‘It’s an interesting theory, the idea that...’

I would have thought you would use a comma as the first clause isn’t fully formed but interested in feedback.
