Is this an error?

Is this an error?

In the below sentence the author uses & instead of and. This isn’t in keeping with the rest of the book where he always uses the written form of and.

Whilst there is nothing wrong with using & should this be included as an error as not in keeping with the rest of the book?

Wall St Journal & other technology and business publications.

Whether it's considered an error largely depends on the editorial standards of the book. The usage of "&" instead of "and" could be seen as a stylistic inconsistency, but not necessarily a grammatical error. It could be suggested for revision for consistency's sake if the book generally uses the full form "and." However, in some contexts, "&" is intentionally used for stylistic or emphasis purposes. It's always best to refer to the editor or author's intentions.
