Use of comma after the title/position of a certain individual

Hi! Good morning! I hope all is well on your side. I have a few questions regarding the scorecard of my book review. 
I have a question to the Editor Number 2 who edited my book review. Why did he/she put a comma after the words Chief Inspector? The words Chief Inspector there refers to the position of Jim Sheehan in the police.

I was referring to the leader and his team. Just wondering about this one. I hope you can enlighten me on this.
