'would have had' or 'had been?'

'would have had' or 'had been?'

"...if there was more balance in power and if the second half would have had / had been more consistent writing.

In the above sentence, can 'would have had' be changed to 'had been' or does 'more consistent writing' need to be changed as well then, to something like 'more consistently written'?
