'is' vs 'are' was I wrong?

'is' vs 'are' was I wrong?

Hello,

Just hoping for some input on a grammar error I was corrected on but I don't think I was incorrect.

The line was "Where the old are discarded and the young treated as adults-"

The word old is being used to decribe 'old' people, and in this context I believe that using word 'are' would be correct, but I was told i should have used 'is' instead.

Please let me know if I'm wrong here, I want to make sure if I am wrong I don't make this mistake again in the future!
