Chapters not starting one fresh page

Some grammar rules (and embarrassing mistakes!) transcend the uniqueness of different regions and style guides. This new International Grammar section by OnlineBookClub.org ultimately identifies those rules thus providing a simple, flexible rule-set, respecting the differences between regions and style guides. Hello!

When chapters are not started on a new page, a third of the way down the page is this a formatting preference?

The chapters in this book simply are just numbers in between two paragraphs. I don't believe I've come across a book this way.

It's obviously not an error. I'm just curious when it comes to formatting is there specific rules or is it more of a preferences for the authors.

Yes, I have seen some books formatted like that.

Personally I don't like that - but it is just a preference.
