Does the comma splice count as an error?

Hello everyone. I'm preparing for my first ever review. I've found a comma splice in the book, and I don't know if it counts as an error. The sentence: The people could call upon Mother Isis all they wanted, she was no help.

Maybe not an error. It feels they're standalone sentences but the comma gives She more meaning.
