Comma before and and but

So, I did learn in school that and and but are conjunctions and therefore, we never pair them with commas but well, commas are still used? I am an Indian so we had British English by the way. Any explanation on when commas are to be used?

I learned the same. I am South African and have had trouble with the comma. The Oxford comma is being used more often, and sometimes American and British grammar has me confused. There is a forum about International grammar. Maybe that could help.
