Best route to learn grammar guidelines

Hi! Being new, (comma here?) I want to learn quickly for the review guidelines. Is there a recommendation easier than what I am doing? I have typed "comma" in the search button to read the posts and learn. Same for "quotations" and "capitalization". I also need to refresh on when to use "that" and "who". For example, (comma correct here?) "The lady down the street who owns a dog." That is correct? Not "The lady down the street that owns a dog." An answer to that is appreciated.

Also, I received a scorecard that counted my not capitalizing a chapter section as 3 mistakes (for the 3 words). Since it was a mistake capitalizing one chapter title, could it have been scored as 1 mistake instead?

It could be counted as separate errors.
