I cannot actually tell you the exact rules because a professional can do more justice. However, having an idea and being consistent with it throughout the book should be one. Books that have too many ideas get confusing for the readers. Hope this helps!

If this is your first book, then don't spend too much time worrying about rules. You need to get something down on paper. It's difficult to stay motivated enough to write a complete novel so get into the habit of writing something every day. Eventually when you have amassed 100,000 or so, ask someone to proof read and then you can start to think about rules and technique.
