I also found quite uncomfortable once I learned just how bad Shadowpain was. It was unnecessary to drag an innocent child there.

This is true, but she came off as a normal character. She was crafty and helpful. Snarky at times. She didn't seem to be deeply wounded. And it was made plain that echoes and sounds were segregated in the orphanage (and I assume in echo land in general). So it's very much reminiscent of black and white history inAmerica. Indeed. as any mother would be tormented by losing a child and not knowing what happened. I think in the story that the drowning of the pups wasn't about the animals or animal rights at all.
