The wait time is the amount of time goes by before a new review opportunity is shown to you. That means it is the amount of time a different reviewer with a lesser wait time could pick a review opportunity before you will see it.
You can reduce the wait time by increasing your reviewer score a little bit. The best way to do that as a new member is to join discussions throughout the forums and make quality contributions to those discussions, especially in the book of the month forums. The idea is that a review from you will be more valuable if the community knows you a little better and has some trust in your judgement.
