Blogger, a free service offered by Google (and there are others), is quick and easy. You could probably be up and blogging within 30 minutes with Blogger.
Or, if you want to set a blog up on your website, that would take a little more effort. Again, there are some free (i.e. - WordPress) and paid services available to help out.
I think one problem most blogs have is simply keeping them current. Once they are up and running, many bloggers make several posts, then run out of ideas, and stop making posts. Sometimes I visit a blog and notice that the last post was made in 2008. Sometimes the information is not time-sensitive, so it doesn't matter, but it doesn't reflect well on a blog when it looks abandoned.
