Commas to set off a nonessential clause

Some grammar rules (and embarrassing mistakes!) transcend the uniqueness of different regions and style guides. In the sentence "What is new in this book, and I think it can’t be emphasized enough, is that in between the moment of stimulus and response is a space of time to make a choice." the phrase "and I think it can't be emphasized enough" can be taken out of the sentence and the other parts of the sentence make a complete sentence. The second comma is necessary to have the sentence make sense, right? That's what I was taught and the Purdue OWL agrees.
