On the other hand, to the Mayor, I think Galen respected in mostly in official concerns.

You have a point here. Rowan wasn't transparent enough, but then I would still go with Rowan for obvious reasons.

I completely agree with this. From the start, Rowan was pushing Galen to become the best blacksmith even though Galen still doesn't know anything about the job. It seemed really awkward to be pushing him so hard. Why wouldn't you leave and come back and discuss an opportunity with him? Does Rowan even have a job still? And his language was really jarring too. It didn't seem to fit in the vernacular of the story. He was my least favorite character, for sure.
I'd definitely trust the Mayor over Rowan.
