There are many titles that fit this book. One would be "the Unlikely Pirate".

Maybe the Mistress of the Seas since it's about a female protagonist and the sea, pirates and the likes.

On the Decks is another great title I think will fit the book because it's about controlling ships, struggle for the piracy business and ships.

Romance and the Pirates will be another overly obvious title but it fits it perfectly.

Breaking the Storm is another... You know? The protagonists has storms yo overcome including the piracy business leadership inheritance.

Rough Tides and the Harbour. The protagonist has to brave the rough Tides of conflict for the Harbour.

Lastly, there is no harm naming the book after its protagonist's name. We could just call it Brandy or add other words... Brandy and the sea...

I like that the title focused on the main character, Brandy, but I like your suggestion as well. I would add to The Red Witch and call it Redeeming the Red Witch or Salvation of the Red Witch. To me it seemed like the author put a lot of effort into redeeming Brandy's pirate rage and turning it into a strength that could be used to protect the ones she loved. It might also be fitting to call the book Reclaiming the Red Witch. Since brandy had to learn to "reclaim" her history as a pirate, use it for the good of others, and go after her ship in order to get the love of her life back.
