Set in the aftermath of the Battle of Waterloo in 1815, the story follows three alien agents, Unni, Ori, and Urelt, belonging to the Interplanetary Intelligence Service, on a mission to observe Earth.

The novel introduces readers to the Confederation of Civilized Planets, an alliance of advanced societies tasked with monitoring less developed planets. Earth, identified as Earth 48, is under scrutiny, and the agents are bound by the Noninterference Protocol, preventing them from directly influencing Earth's course.
