Has to be Anna Karenina or Pride & Prejudice or Jane Eyre or Gone with the Wind or Dr Zhivago ... way too many impossible to just choose one.

Frankly I think it's too open to individual interpretation and there isn't any single all time great romantic novel. Also, a reader's age has a lot to do with it because some people think the "Twilight" saga is the ultimate romance. I say use your own discretion!
