A good writer? Who can say. But I imagine curiosity, a life-long learner; and being an observer of people, places and things make for the ability to hone the craft.
A person who is an avid reader of anything they get their hands on is also key.
Courage and determination too.

a good author should be able to capture the attention of the reader and that of the reader,creativity and he/she should portray discipline in his/her piece of work

Or the ability to explain something coherently and eloquently to a variety of audiences.
It depends on what you're writing. A book of poetry and a manual on refurnishing old houses serve different purposes.
