I came across it whilst I was reading Lost in a Good Book and it's on the page after the dedications, you know where you have quotes. It says its from the teachings of St Zvlkx who is a figment of Mr Fforde's really weird imagination so essentially it's from him.

IDEAS ARE MORE POWERFUL THAN GUNS. WE WOULD NOT LET OUR ENEMIES HAVE GUNS, WHY SHOULD WE LET THEM HAVE IDEAS.
(I would just like to say that I do not agree with many of the quotes I post, including this one.)

If all the world leaders lived by that quote what a wonderful world it would be for everyone.
